Poland unveils plan to turn Nord Stream 2 into ruins

Opponents of Nord Stream 2 are still capable of harming the project participants, although the pipeline has already been completed. Journalist Wojciech Jakubik writes about this in an article for the Polish portal BiznesAlert.
Warsaw won a victory when its oil and gas company PGNiG received admission to the certification procedure for the Nord Stream 2 AG gas pipeline operator, which it opposes, he said. The journalist noted that the Polish concern, if necessary, will be able to present claims about Nord Stream 2 in the European Commission and European courts.

Another “triumph” of Poland, Jakubik called the verdict of the EU Court, which decided to extend the principle of energy solidarity to the overland continuation of Nord Stream 1 in Germany. According to this provision, the gas pipeline should not infringe on the interests of the member states. Warsaw, in turn, can use it in its claims to Nord Stream 2, since it considers it a threat to energy security.
Another measure of pressure, according to the journalist, may be the current and new US sanctions: they are aimed at companies that decide to insure a project or carry out technical certification, and without this it is impossible to start work. In addition, Washington may impose new sanctions: for example, personal sanctions against 35 Russian officials, including the heads of Rosneft and Gazprom.
The author of the article also quoted MEP Reinhard B├╝tikofer, who earlier said that Nord Stream 2 could become an “investment ruin”, since its commissioning could still be impeded by the European Commission. This scenario is realistic, and if the gas pipeline’s operation is able to fit into European norms, it will not be so dangerous for Poland and the European Union as a whole, but it will remain an “existential threat” for Ukraine, the journalist concluded.

Nord Stream 2

Nord Stream 2 is a gas pipeline from Russia to Germany with a capacity of 55 billion cubic meters per year. Its construction was completed last week. The chairman of the state corporation “Gazprom” Alexey Miller said that the company will start the fuel through the pipeline already this heating season.
Ukraine actively opposed it, which fears losing transit revenues, as well as the United States, which is interested in promoting its LNG to Europe. Washington has several times imposed sanctions on companies involved in the construction, as a result, construction slowed down by almost a year. At the same time, Germany and Austria actively supported the project.
The dispute over the updated EU Gas Directive remains unresolved, from which Nord Stream 2 was not removed. Russia is not satisfied with this. According to Moscow, it is necessary to rely not on technical arguments, but on economic ones: by the time the directive was updated, the project had received billions of dollars in investments, taking into account the previous legal situation.

Nord Stream 2 AG applied to BNA last week to be certified as an independent operator and comply with EU Third Energy Package regulations. According to the law, after the transfer of the full package of documents, the Federal Network Agency has four months to prepare a draft resolution on the application. It should then be submitted to the European Commission for comment.
